About James
James Scales is a professional with over 20 years of experience in civil engineering and project management.
As the former Southwest Regional Outreach Manager for the Ohio Department of Transportation (ODOT), he supported small, minority, women-owned, and disadvantaged businesses across 24 counties, promoting access to construction contracts and certifications.

Previously, he served as ODOT District 8’s Alternative Delivery Specialist, overseeing construction projects and enhancing policy and evaluation processes. Known for his engaging presentations, Scales also inspires students to explore careers in math and engineering.
His commitment to communication, collaboration, and community engagement now drives his latest venture, J4J Innovative Consulting LLC.
J4J Innovative Consulting, LLC is an established construction consulting firm located in Dayton, Ohio. The company was created by Founder and CEO James Scales. Scales leverages his extensive experience from both the private and public sectors to guide J4J.
